"Higher education in India, specially the university system, is in a deep crisis.
Non-functioning of universities and campus unrest have been taken by the public for granted and these do not raise any special concern. Recent statistics from the universities also show some disturbing trends in the drop in enrolment of courses of humanities and basic sciences in 1977. Dealing with each university as an institution is necessary to find out how individual universities can play a vital role in dealing with this crisis at their own levels. The deepening clouds of despondency have dissuaded most universities from dealing with the problem, an air of helplessness has stifled many such efforts. Each university has much more autonomy than what it may tend to believe. Each university can do something to diagnose the crisis at it's own level, and create a new atmosphere".
